Previously, Spencer was a search consultant at a Canadian executive search firm where he helped clients develop the right leadership solutions to meet their business objectives. Before that, he held various research positions at Dalhousie University and the Canada Revenue Agency. Spencer holds a BS in biology from the University of Victoria and a master's in public administration (MPA) from Dalhousie University.
